Deferred Net Payments and What to Expect in Your July Paycheck

Posted on May 20, 2022

We’ve come to a tentative agreement with the District around deferred net payments. You can read the full agreement here and find a summary below. We know there will be additional individualized questions that come up. Please use this google form to submit questions to be given to the District for them to answer in an FAQ video they will create and share per our agreement.

What’s in the agreement?

Compensation

  • All members (classified and certificated) will receive the two $2,000 payments we negotiated in our Jan MOU in their June and July paychecks.
  • SFUSD will also pay an additional one-time off-schedule stipend of $2,000 to all Certificated unit members affected by DNP in their July paycheck to help offset the low July check generated by DNP.

Communications

  • The District shall develop and maintain a webpage sfusd.edu/empowersf that will be updated on an ongoing basis to help members stay up to date on any ongoing issues and timelines for resolutions. The webpage will also have a complete listing of the various abbreviations used by payroll.
  • SFUSD will provide a video guide on navigating paychecks that will include a mock pay stub.
  • SFUSD will provide an interactive spreadsheet where members can estimate their July paycheck with the ability to add deductions and taxes.
  • SFUSD will hold another in-person intake clinic in June, where members can meet with a live individual to answer any questions about their pay.
  • The District will create a video that answers additional questions submitted to UESF directly from members. You can submit your questions using this google doc. The video will be posted on the website and sent out in District Communications.

Deferred Net Pay (DNP) Calculation

  • The District and the Union agree to meet and confer no later than November 1, 2022 to discuss the DNP multiplier that should be used effective July 1, 2023. This meet and confer will help eliminate this issue from happening again in the future.

Early Education Employees

  • Certificated members working in the Early Education Department should not be affected by DNP. Any payment withheld from unit members in Early Education for DNP must be paid to those members by June 30, 2022, or else those payments will be subject to the 15% interest fee per annum applied to pay errors as agreed in our previous MOU.

Paystubs

  • To make our paychecks easier to read, the District will convene a working group composed of one representative from each collective bargaining agreement to study and make recommendations regarding what information should appear on paystubs for certificated and classified employees.

Health Insurance Deductions

  • The District shall ensure that no Certificated staff member has their health benefits coverage canceled due to the smaller July paycheck.

Additional Resources through Public Service Loan Forgiveness
Our parent unions have spent years fighting for Public Service Loan Forgiveness. We should be taking advantage of all of the resources at our disposal. We achieved a major victory late last year when the Biden administration announced a new temporary waiver process for the Public Service Loan Forgiveness program. This PSLF waiver, which will expire on Oct. 31, 2022, can give you credit toward loan forgiveness for past federal student loan payments, even if those payments didn’t count before. That’s exciting news that could help you and hundreds of thousands of other borrowers finally get your federal loans forgiven.

Summer offers all members a free online student loan management platform that you can access on your phone or home computer, making the process of navigating your student loans easy and secure.
